Hong Gan personally propose a Conspiracy Scenario that make the following assumptions:

Donald Trump and Putin formed an Agreement - tacit or express - that Putin would help Donald Trump to win the election; and in return Donald Trump is going to make domestic or foreign policies in line with the Russia interest as much as he is convenient to make.
The probable time when the 'Agreement' formed was either before the Russia hacking operation or between after the Russia hacking operation and the first Dissemination by Wikipedia. Putin informed Donald Trump, he will not be told of the detail of the Hacking operation - exactly when and where (in what country other than Russia) the operation will be done and who and what Russia intelligence were involved in the computer intrusion; and/or Donald Trump was told dirt on Clinton campaign was already or is going to be obtained to help him win the election.
